I think small communities in the western US will be best. They are very self reliant being agricultural based, and while they might not have the best public transportation, you can ride a bike or walk most places you need to go. Not too hot in the summer either. Housing is less expensive too. You can afford 3.00 for gas when your 5BR home on a 1/2 acre (grow a garden) costs 150K.

China. I'm not Chinese but I have lived long enough in China to know what I'm talking about. As the saying goes, everything in China is a lot cheaper than elsewhere in the world. And Oil in that case is not an exemption. The fact that China has their own oil reserves, China also operates other oil processing in Middle East, Russia and Africa. In case of inflation (particularly in the oil sector), the Chinese government shell out funds to absorb the increase in price making sure that oil bought by the end users are pretty affordable if not cheap. Also, China as of status quo is one of the most successful countries in the world next to USA to develop alternative sources of energy. China is the leading country to develop renewable sources of energy. Meanwhile, the budget allocated annually by the Chinese government to explore possible sources of energy is the second largest in the world next to USA. Why not in the US? Because US has a free market, meaning, prices are less likely to be controlled by the government. Oil industry in the USA is unregulated unlike China. Plus, cost of living in the US is a lot more expensive compared to China.
The problem however is, whether China is the most suitable place to live when you are a foreigner.
SILK STOCK: The issue is not about pollution. We are talking about prices of oil in a state of inflation. Your answer of not living in China due to environmental hazards is not directly rebutting my points. And for that, my points are untoppled/unrebutted. In short, your rebuttal is off tangent!

Oil prices found their roof when people had to pay 3 bucks a gallon.
People stop driving, more exploration, and law of supply and demand kick in.
The supply went up and price came down.
Yes big oil made big profits about 8 cents a gallon now the government made 60 cents on that gallon.
Tell me who the big winner is.

anyplace with lots of nice free sunlight. passive solar is not so expensive. unlike active solar which requires rather costly solar panels, passive solar takes advantage of sunlight by using south facing windows and tile underneath or on the wall to pick up and store the heat. so I would say Arizona, California, etc.
Plus, check out the awesome electric car: http://www.teslamotors.com/

A place where the weather is moderate to avoid the need for heating and air conditioning. Also a very condensed area so that you can walk to get most places.

Sorry Lars but the pollution in China would keep me away, I don't care how inexpensive things are there.
