The development of chest hair begins normally during late puberty. It can also start later, between the age of 20 and 30, so that many men in their twenties have not yet reached their full chest hair development. The growth continues subsequently. In older adult years androgens cause thickening of the hair.

I would have thought a long time before 30's. Puberty usually last about 5 or 6 years. Beyond this, I don't think much will grow where hair has not been before. I didn't notice any difference in that department after I was about 19.

This question reminded me of when I was a senior in HS, I was a bit of a wise ***. One day in class my bio teacher/swimming coach, who I got along with well so we would joke with each other, cracked on me that "I should sue my legs for lack of support." He got a good laugh, but it was true. I responded that I wanted to find out how things were going with the search for that stolen item of his,, the hair that went missing from his balding head. He said it was about as unsuccessful as my search for my first pubic hair. Not entirely accurate but pretty damn close.
So I started seeing my first real chest hairs after I had turned 21, and now in my upper 30's, my age is still outpacing the number of hairs on my chest but the gap is narrowing so I must still be developing.

Actually, that's a good question and I think it's again up to the individual. There's no set time, my husband who had very little hair in his 20's and 30's suddenly started to grow hair in his 40's.
We don't know why, it just started to grow. Same with his facial hair. He used to able to shave once a week, but not now. If he doesn't shave one day, he looks like a hobo.

I'm in my 60's and I'm still acquiring more chest hair. Apparently, as you age your hair slips down from your head to the rest of your body!
