Civilization connotes following the rules of good behaviour, being modern and employing modern ways of doing things. Most Scandinavian countries appear to combine all these, and I will give them the award.
The US fails the test of good behaviour because it wants to dominate the world, and it doesn't care a hoot how she achieves this.

If you mean technologically advanced... then I'll say Japan. All the new gizmos are ther for about 3 years before hitting the North American market.
