Where can I find a HIGH LEVEL flying pokemon (like pidgey) in pokemon blue version?

I need a high level pokemon that can fly but I cant find one and i dont have the time to train one.

You can catch a Fearow in the Indigo Platetu or you can catch a high level spearow and trade it in vermillion for a farfetche'd.

probebly in the Cerulion Cave... theres alot of lv 41+ pokemon in there.. but its been aLONG time since ive played...
