rearrange websites/programs on bottom of screen?

i have a few different programs/websites open on my computer like aim, excel, and like three internet websites, and an away message, which all have a different square u can click to open....my question is how to rearrange the programs/ websites on the bottom of the screen and move them so certain ones are next to each other...i tried right clicking a site or program or dragging it but no go...is there any way to do this??? thanks for ur help!!!

try this, on the desktop right click, highlight - arrange icons by, and make sure their is not a check mark beside, "lock web items on desktop" , "auto arrange", and "align to grid". If there is a check mark just click on it to remove. This worked for me.
