i sent my girlfriens sons some games from america they live in england the ps2 says they wont work on it the model number is scph-39003 and the games say ntsc/us designation can i get a disk that will format it so those games will work for him

No, the US and Europe use two totally different formats, so there will be now way to make the American games work on a European PS2.
