PROGRESS has to do with the RESULTS of work...what you get done. You're making progress if you accomplish things that help you achieve your goal.

DEVELOPMENT has to do with the PROCESS of work...improving your abilities, skills, knowledge, experience so that you work better, work smarter.

If you develop yourself - and those who work around you - it will be easier to make progress, and it may come more quickly. You can even develop your work environment. All this will make it easier to achieve progress.

Progress is development. But development has more than one meaning and other than progress. To develop means - make or become bigger and better; come gradually into existence (storms developed); 2. begin to have or use-as in -They developed bad habits; 3. use of an area of land for building, houses, shops or factories etc., 4. treat photographic films- development of prints.
