You need to go to the county courthouse and see the clerk. You should call ahead especially if you live in a large city. They will be able to tell you which building, floor and office. They cost, too. So, be prepared to pay a few dollars for the report even if you don't have a record. All they do is look you up in their computer and print it out, no biggie...
I had to get one in Houston. It was crowded and I had to drive to one of the county court buildings but one phone call and Yahoo! maps got me there. The line went quick but I had to pay for the report and for parking.
