You didn't give us much to go on. Does it turn over, but slowly? If so your battery is probably weak and the cold is dropping its efficiency to the point where it won't turn the engine fast enough. Upgrade to a battery with more cold cranking amps. If it turns over fast enough, but just won't "catch" and is new enough to be computer controlled and fuel injected, take it in and have the cold start system serviced.
But the number one thing that will help a vehicle start in cold weather is to park it in the garage if you have a garage to protect it from the cold. Lacking that put on a plug in heater, either on the water or oil pan to take some of the strain off the engine.

The other guys have nailed it. You may try a cheap aluminum electrical reflector clamp on lamp. With the highest wattage light bulb you've got in the house lay it as close to the intake manifold as possible. Heat it up for an hour and try it. If your car is cranking excessively slow check the battery's voltage. It should not be less than 11 volts. Charge it for twelve hours at 2 amps. Check again if the voltage in the battery has not reached 12.5 volts trash it and pick up a new Maxx yellow battery at Wally World (Wal Mart). Best battery for the money.When you get it started consider replacing the motor oil to a full synthetic. Use the viscosity your owners manual calls for.

You didn't mention what year the car was, or what model.
If it is a car with injectors all you can do is turn the car over and possibly get it serviced. Injectors are designed to start with no accelerator help.
If it is a older car with a carburetor on it, take off the air filter on top of the carburetor and spray a shot of Either in the carburetor. Not to much or you could damage the engine. Hold the accelerator down about a quarter of an inch. It will pop with the Either. You can purchase the either at any auto store.

If you can, put a lamp under the hood of the car (100 watt). Do not let it touch any plastic or rubber, etc.. Shut the hood and leave for about 4 hours to allow the under hood area to heat up slowly. Try starting the car - I hope this gets it going. You could also invest in a dipstick heater which keeps the engine oil heated. These have to be removed before starting the car. Good luck.

If you have a block heater for the engine plug that in (though very few cars have them now a days). Otherwise you will likely need to wait until it warms up a little.
I had this problem ages ago and the only solution for my problem was a block heater.

Take the bus.
Or ride a bike.
Or ask your neighbors for a jump start.
Or buy a portable car battery charger.
(if you car connect to an electrical outlet)
Or get the wires connecting the engine to the starter fixed.

hows the battery?is it strong enough?hows the plugs,and wires?winter time plays a toll on cars.if your oil is too thick then it cant turn over quick enough to fire the plugs.take the battery out and take it to auto zone and have it checked.it might be too low of amps for winter.
