This is just a guess, but is the wiper switch at the side of the steering wheel loose so that a sudden upwards jolt causes it to flick down? Well, you can get the switch replaced. You might find one at the scrappers, but you'll have to get someone to put it in for you.

Well, anyway, some people are saying it sounds like a loose wire or short, but to me it sounds more like a mechanical fault with the switch, not an electrical fault. I mean, can you turn the wipers off again once it happens?

don't hit bumps
if this fails use the wiper switch to turn them off

sounds like a short in the switch.you might have to change the switch.
