Wow! First off, Hope everyone is ok and it wasn't a total disaster.
That may be a issue your insurance company will investigate. In an idea situation, they will pay you off but might go after the utility provider separately for liability.
Something similar happened to my parents and it involved friendly neighbors when the insurance company sued the neighbors. Unfortunately it was awkward after that even though my parents had no immediate interest in the lawsuit.
They (the light company) may have some partial if not full responsibility.
The good thing for you is that if you have good insurance, they will be fair in paying you and determine if there is blame to be shared.

If this was a power outage due to a storm or where the entire neighborhood was without electricity, THE POWER COMPANY IS NOT AT FAULT. If this was an installation of electricity to your home alone, the power company may-be at fault.
Power companies will not energize a meter because there is no control if there is an electrical problem in the building.

Not unless it was something they did.
You probably asked them to turn on the electricity, so liability really falls to you. If there was any question to the house's condition, an electrician should have been hired (by you) to check the wiring.
Other than that, there's not really enough information in your question for anyone here to make an informed guess.

No. Not at all.
You are responsible for all wiring downstream from the meter. Unless their meter blew up.
