why is it some actors and actresses only play certain kinds of roles?

you have Chuck Norris (of course) who does karate movies.. thats a given

but you have people like Steven Segal who always plays a cop, a CIA operative or something high tech.

James Franco seems to always play an outsider trying to get in.

Even in Spiderman he was like the weakling trying to be big.

Oh God.. because they aren't actors. Why Steven Segal is still making movies is the biggest mystery in the world.

I believe that some are 'restaging'. Some people have things from childhood to the present...that scarred them...and that they will continue to act out this drama showing where they are stuck...or have issues...until someone witnesses their pain...allows them to grieve innocence lost...excavate that particular skeleton from the closet...drag it out into the light...forgive themselves for carrying this burden for so long...and finally move on.
Kirsten Scott Thomas...and adultery...and Milla Jovovich and her rebirth scenes....come to mind first. Milla does so in at least four movies I can think of...offhand...The Resident Evil movies, The Fifth Element and The Messenger...while Kirsten battles infidelity or engages in extra marital bliss in Bitter moon, The Horse Whisperer, The English Patient and Life as a House.
Mel Gibson loses his wife in Mad Max, Lethal Weapon 2, Braveheart, Payback, The Patriot and Signs...

obviously there is something to these roles that attracts these actors back time and time again..all theories aside...onlythey know...if anybody does...why they go where they go. Personally, Idon't think they have a choice...and I don't think they are concious of why they don't have a choice...

You make a hit playing one style of character in a particular genre of movie and You become "bankable" and stereotyped until the public get bored with You, at which time You become a "has been", until the next big break in Your career comes along. Try making a list of resurrected actors who You didn't see for years, and who are now even bigger than They ever were. The list gets interesting after a while, doesn't it?

I think they may only be offered those roles because people have already seen that they are good at it. Or maybe that really is the type cast that they are best at. Some people just may not be able to play overly emotional characters, or pull off being evil just by the way they look. Or maybe thay just don't want to, after all, it is only their job.

I imagine their agents come up with good marketing strategies for them, so that they get roles suited to them, and don't get ones where you would say, " I didn't believe him/her in that role!" Every now and then they slip up(the dude that played Clark/Superman in Superman Returns, for example, was too much Clark and not enough Superman, in looks, for my taste), but more often than not they do it right.

They are suited for it.

Owen Wilson plays the same kind of smart-mouth blowhard in all his films
