Depends what kind of flowers. The ones that are perennials...if the root ball didn't freeze through - they may have a chance depending on if they normally die back and go dormant in colder climates. If they are, cut back the dead material above ground, and see if they grow this spring. Tender perennials, subtropicals and annuals - no, they won't recover from a freeze.

I'd have to say probably not. Unless, there is firm part left thast may sprout. If they have fozen and become mush - that's it. Bye Bye.
