Just write what you think and feel about the person. If you still have trouble with that then here is a valentine nursery rhyme I was taught many moons ago:
Valentine, Valentine,
I'll be yours if you'll be mine,
Every night I think and dream of you,
Please love me cause I love you.
It worked like a treat when I sang it to my girlfriend.... We ended up getting married.

Whatever will appeal to your Valentine. If they have a naughty sense of humour, write something saucy and rude - a naughty limerick perhaps.
Otherwise write a heartfelt message.
