the baby will indicate when it's strong enough and ready to take her own weight by standing and holding onto things, when the baby is at the standing stage, start by holding both the babys arms above her and getting her to walk like this first with you taking her weight so the baby feels secure, once the baby has learned how to put one foot in front of another, have the baby face you and hold her arms as before and let her step toward you. gradually lower her arms as you repeat this until you are barely supporting her, once you are at the stage when her arms are by her sides, allow your hands to briefly let go of hers but be ready to hold her arms again, you will know when she has gained enough confidence for you to remove your hands from hers for longer and longer periods. at this stage the baby will have enough confidence to know that she can walk, so you need to increase the distance by having a partner or grandparent or someone else the baby is familiar with to assist you, let the baby start to walk toward you and slowly move backward as she approaches to increase the walked distance.

You can't make a baby do anything. Buy him/her a walker and let him practice. They will walk when they are ready to. By the way once they walk it is more work for you to chase him around.
