Its because when your putting on your eye makeup you try to open your eyes wide. To do this you use your facial muscles to pull the skin around your eyes tight.
This is done partly by some muscles that are also involved with opening your mouth. Also this shrinks the nasal opening giving your self slightly less air flow, not nearly enough to put you in trouble but enough to encourage your body to subconsciously use the rest of your muscles to open your mouth.

maximum dont to be honest... the main random concern human beings (and that i say human beings as this might each now and then contain adult adult males to boot) do is attempt and placed makup on with their mouths open. looks daft, very random, wouldnt't think of it helps yet its a stupid instinct that putting out your mouth tightens the exterior decrease than your eyes and makes the makeup much less complicated to prepare... Dont comprehend if thats any use to you! ^_^ xxCat

It is a natural physical reaction to something going toward your eye! Involuntary response just like heat or cold.
