the neighbors to have "bad blood" against u for any little thing you did that could e percieved as wrong?

Seriously sit down and have a mature conversation about the dog. Realize it's not the peoples fault that their dog barks but maybe they can do something about it.

I lived in an apartment and I didn't know that every time I left my dog alone he would bark for 2 hours straight until my upstairs neighbor told me. I started doing things like leaving the TV on or lights on or open the blinds or I even fed him and then left his food out the whole time I was gone I mean I did everything and he finally stopped. She could have been a ***** but she was like "Hey, did you know that your dog misses you so much when you're gone that he barks for hours." And I felt horrible. Just talk to them like people and don't be mean, but the bad blood thing goes both ways, they have kind of already got bad blood towards you because of the dog, you know?

You really need to speak to your neighbors and explain to them that you do not wish to cause them any problems, but you are fed up with their dog barking all the time. Ask them nicely if they could please do something about it, otherwise you will be forced to do something that you would rather not do..........inform the animal control/enforcement officer. If they do not do something about it, then follow through with animal control.
You could always call animal control anonymously and ask then for some help or advice.
There are many options available to you without things escalating into a neighbor dispute.
Speak to your duplex manager or other neighbors to see if they are bothered by this dog, strength in numbers.
Just remember, there are no such thing as problems, only solutions in the waiting.

Is the dogs outdoors all day? Is it chilly? Does it have adequate meals & shelter? those issues could be inflicting the animal misery. it may additionally be experiencing heightened separation stress being left on my own in a sparkling homestead. Is there something you're able to do to help the unfavorable animal? I hate listening to related to this manner of difficulty. Please attempt and help in the previous you *****...the dogs is to no longer blame.

you can make a complaint (without giving your name )to owners or superintendent about the dogs constant barking or who ever controls and sets rules for the community you live in you have rights also as a tenant !!

Offer to buy an anti-barking collar for their dog. Maybe they'll realize that you you are trying to say it nicely.
