Probably because they are really perky inside their soul and they cannot stop for not behaving and showing others that they are happy. They would like to make people around them feel their happiness and be happy as well like them...
Another possibility is that those people are really phony and fake. They disguise themselves with smile and laugh masks to show other that they have such a perfect life ever while they are really not. They just only pretend that they are happy and cheery while inside their soul they are full of unhappiness, hatred, darkness and wickedness.

I have been told this many times. I am naturally chirpy and cheerful. It is not as if I dont have any problems - of course I do - like everyone else.
I am in a job that I want to get out of, financial debts from going to University..etc etc
But its HOW you handle bad things in life. I remain positive and smile even when times are bad.
I lost my sister 2 years ago, parents are getting old and are not well nowadays and Im only 25.
So yes, I have my set of problems and issues in life, but its my attitude towards them
What would I be like if I took my issues out on everyone or was miserable...its people like me that keep things optimistic and happy.

You'd be asking the same question if we were all so miserable. It's just the way some people are - happy, carefree & living for the moment. Some days, they DO have problems - you've just caught them at a moment when they're feeling at their best. (Especially on Valentine's Day - that ought to be a big giveaway!!!).
