It's part of the game - mustn't seem too bold, too interested or too available - appear feminine, but independent and a little shy. Eye contact is challenging and can mean either, 'Ok come and get me', or, 'Just see what you'll get if you approach me - I don't stand any messing!.' As a young woman, if I found the man attractive, I always favoured the momentary, meaningful, eye contact, before dropping the eyes! If there was no attraction I would totally ignore the look and pretend I hadn't noticed. LOL. Those were the days!! (Happy Valentines Day!).

staring is rude. if you look at them then they realise that they have been staring and feel embarrassed. Most people do not realise that they are staring when they do.
