You can buy cannabis over the counter at every 'coffeeshop' (preferably look for this exact English word on the shopfront, as cafes, restaurants etc. don't sell it) in every major town (as well as some not-so-major ones) in the Netherlands. Although you won't get into any trouble as long as you stick to a limit of 5 grams per sale, it's not officially legal. Strictly speaking Dutch law doesn't allow the free import, possession or sale of cannabis or any other mind-altering drug; however, the legal policy on cannabis is (and has been since 1975), that every legally adult individual (18+) will not be charged when buying 5 grams or less for personal use, or growing five or less cannabis sativa (hemp) plants at home. The sale or possession of any other (hard) drug however, is forbidden and violators will be charged and prosecuted. The rest of western Europe doesn't share the liberal Dutch view on cannabis, so pls don't export any of it beyond the Dutch border, as you may be charged with possession or even trafficking a controlled substance in the surrounding countries.
Having said that, you can smoke a joint on the premises of the coffeeshop itself, or enjoy one at home without any problem whatsoever, but I would advise against smoking one in a public place since many Dutch municipalities try to discourage the use of cannabis amongst minors, and enforce a number of local drug-free neighbourhood policies and by-laws.
The going rate for a pre-rolled joint is about 3 Euros, and expect to fork out between 6 to 8 Euros for a 1-gram bag of weed, depending on the quality. You can usually choose between hashish or weed, sold under a wide range of names, such as white widow, snowwhite or skunk.

Sure many towns have coffeeshops maybe just less than amsterdam does. Rotterdam, Delft, Schevenigen, Haarlem, Den Haag, check online!

I spent last week in Amsterdam (again), and can promise that you will find them scattered all around the city.

Just look for any place called a "coffeeshop". Those all sell them legally over the counter. Just walk up to the bar and ask them for the menu.

In all Dutch towns over 10.000 citizens you can find a coffee shop. It's no big deal, and as common as a local bar.

I have heard that you can have a few grams legally in Hamburg, Germany. But I don't know the validity of that.

Rotterdam and Maasricht. Be aware they are not as tourist friendly as Ams though.
