vista is compatible wid a core 2 duo processor.....n if ur buying a new pc u will get vista pre-installed on the system

downloaded or installed? if you mean downloaded then thats a definite yes if you mean installed thats a whole different question,
everything has to be compatible windows vista is a very temperamental OS so I have heard.

Before you buy Vista GOOGLE this - "microsoft vista problems and issues"

Meanwhile while you are waiting for MS to fix the problems, get UBUNTU. It's a free, reliable and up to date operating system. Also, the programs are free too.

There is a program you can download on the windows website that tells you how compatible your computer will be with Vista!!!
