A window glazing shop can reseal and replace the argon gas relativly inexpensivly (vs whole sash replacement). Going rate in NYC is about 60 us dollars. If this is the only issue with the window it can be cost effective but if there are other issues such as failing ballasts, deteriorating vinyl/aluminum/wood, noticable air flow around casement etc it may be time to look at replacement.
Choose a new model with Low "E", argon filled double (or triple) pane by any reputable maufacturer and plan on inspecting the end product prior to payment for the install.
The new window should open and close easily top and bottom, latch without strain, be caulked evenly inside and out around the capping and mouldings without skips or empty areas.

Do not trust resealing windows. You can't make something that WAS flexible re-flexible. You're seals are old and have cracked, thus letting moisture in. The only fix is to replace with new insulated glass panels.

THAT TYPE OF WINDOW OFTEN HAS A LONG TERM(10 OR MORE YEARS) WARRANTY SINCE IT IS A COMMON EXPENSIVE PROBLEM ON LOW COST WINDOWS. DEPENDING ON THE BRAND AND STYLE THE MANUFACTURER REPLACES THE WHOLE WINDOW OR JUST THE SASH. GET THE BRAND OFF OF THE LABEL AND LOOK ON THE INTERNET FOR THE WTY. TALK TO THE BUILDER SUPPLY.

Think you are pretty much stuck mate, once the seal has gone it can be resealed and the air taken out,but its expensive.probably just as well to get new unit tbh. That's my experience anyways.
