Ask him to set specific guidelines. For example agree to a certain time period (maybe one month) and prove to him during that time that you will practice and be serious about the guitar. Try to understand what exactly he wants you to do to prove that a new guitar would be a good thing to buy.

so practice a song of the band he loves best and tell him you need a better guitar to join the band :) anyway parents can be easily persuaded if you prove you're serious about what you want, music is the best way to touch their heart and remind them once they were young too.
