Canberra is not the capital of the Australian Capital Territory, it is the capital of Australia. I don't think anyone would claim that Washington was the capital of the District of Columbia. It is in DC but it is the capital of the United States. It is the same with Canberra.

The Northern Territory is not a State and it will be a very long time before it achieves Statehood - it just doesn't have enough people.
