Not in all cases, Some people could have lost a good job, then lost there home, marriage, self respect, and it possibly becomes a mental health issue.
But on the other hand there are people who are drink dependant, or drug dependant and have put them self's in there own situations
There are so many reasons, but my opinion is, a bad child hood, and/or bad circumstances

No they are not
The harsh new world has thrown the mentally frail out of the hospitals onto the street. Los Angeles Hospitals are in trouble for "dumping" dying patients lose on the streets in no more than a gown.
People who work hard live in cars with their children. These are teachers aides, medical assistants, people who make very little, or barely living wage. But they work full time and are still homeless.
Real estate values are making affordable housing impossible for so many now.
So many more are throwing themselves onto the streets and getting lost in drugs and mental illness.
It is not going to get better unless we do a lot more. The problem is getting worse all the time.
I saw serious begging in India. I could not blame the child holding an infant in her arms, filthy both of them, begging in the middle of Bangalore traffic. Rather I felt guilty that I only had 10 rupees to give her.

It's probably difficult to generalize on this matter.
Each will have their own different reasons for becoming homeless, but there must be a fraction who become homeless for their own lack of will or ability to overcome their problems, others may have just been unlucky.

I think ,for most of the time, they are to blame.Because, think about it:how can a person be homeless so easily?I mean, does he have any relatives,or even friends?Did he really put his best effort into finding a job or way of life?
Alot of the times these people were Big alcoholics,Drug addicts, had problems with almost everyone they knew, etc. So many of them were probably asking for it.
Everytime I do see a homeless person,though,I feel bad,and i want to help him/her in anyway I can.Especially if they have a beard.lol.

Sometimes people beg because they are trying to get money for drugs or whatever. They have made the first decision to drink or do drugs but they are now pretty much trapped by it. Others are just down on their luck. Whether or not a person caused his own situation shouldn't affect our desire to help him.

Maybe some of them like it?
it frees you from a lot of personal responsibilities, such as paying tax and rent and so on.
in some countries beggars are holy men, in the work obsessed west they are seen as useless, why?
The Queen and her family are ultimately beggars, being dependent on us for hand outs, nobody puts them down for that do they?

We all like to think we're in control of our lives but things beyond our control do happen. I feel God allows things to happen that may be difficult but will in some way be good for us in the long run. We do have the "free will" to make our own life decisions but that is all the control we have. Most aspects of life are completely beyond our control and we all just have to make the best choices we can from day to day.
