in the very first place,in my opinion, you framed your question incorrectly.You could have asked ' How can I love the whole world''
In fact LOVE is a DIVINE quality..The Manifestation of THE ABSOLUTE HIMSELF.If you are full of Love, you need not go out any where to make others to know that you love them.You love everything around you, without any discrimination and without expecting any returns...that is what love is..It gives and makes you feel happy and peaceful.
First of all don't hate any.That itself is almost love.Without any discrimination love all that come to you, that are around you, your Friends family members and all you meet.Have no negative thoughts against any person or thing or a country or any other Nationals.Let your love be not constricted or bound by barriers..whatever they are.First of all LOVE YOUR SELF.Understand the real true meaning of love..experience the happiness in unconditional love.Then you are LOVING THE NOT ONLY ALL IN THE WORLD BUT EVERYTHING IN THE UNIVERSE.You need not go out and tell you love all.That is not the quality of love.

I appreciate your feelings, but it is not possible and not recommendable. It is against the real truth.
Plus and minus are to oppositions vital element of our life, the love and hate fixes certain parameters in our life to build a dam of our energies. otherwise it will all spoil like flood water looses its power and potential, that can produce electricity if enclosed in a dam.
It is unwise to love all. Like if all the heights and depths of the earth are cut/filled to make the whole earth an even surface, there will be no life possible on earth. the life cycle will be disturbed and there will average 4 kilometre deep water everywhere.
The Differences, priorities, love, hate, peace or war are bitter reality of life but life is impossible without it.
You must love a few and hate a few.
What will happen if both teams in a hockey match don't goal to each other and pass the ball to opposite players due to love.

Be a full Time lover. Loving yourself first, love your neighbour and Love God above everything because He has created you with love. Your life of love will be spread over the world because people are the best media to communicate to the world. Wgen they receive love from you they will share your good works with others.
