If Americans were involved, then this is achieved by intelligence services by what is called compartmentalised operations. Basically, many people are involved, but they only have enough information to perform a specific task and don't know enough about the operation as a whole to make any connections.
Only a select handful of people would know the overall operation.
Any people involved who might leak the details are killed and any peripheral ones who leak details to the media are either drowned out by the contradictory drive of politically-driven media broadcasts, publicly ridiculed as cranks, blackmailed, threatened, or killed. The last action is a tough one because it tends to attract attention, so it's a last resort.
Don't forget that for most of you reading this, your knowledge is based on media coverage and media coverage is ALWAYS politically motivated.
It's a tough one to believe, I know, but governments have operated this way for hundreds of years and it is entirely possible. The US government acted this way for decades with Cuba.

No ! what is to admit other than conspiracy theorist throughout history has to find some thing to contradict what really happened..!
Recently I saw a documentary on Danish TV which included a person who collected conspiracy theory books on all subjects and there was literally thousands! when he was asked if any could be proving he said not one !I
Its important that you realize in reference to 9/11 It would take many thousands of people to be involved and these many thousands to be quiet..! this would include the government the airline industry survivors of the world trade center, not to mention members of the new york city fire department and police department who were there. Think about it and than maybe you can admit you have been a little bit naive !

Yes they can be, when told the truth that twin towers were a jewish financial empire built on American blood and that the Pentagon was merely an armed tool of the jews to make American men and women die for their economic and religious causes ( these are also economic causes disguised as religious ones )
