what you have got are plants that are suffering from lack of light, it is not just the period that they are on but the intensity of the light. You have got lights that don't send the light far enough into the tank. this is shown by the plants going yellow at the base while staying green at the top. Your tank is probably over 18" in depth and to light this size of tank is difficult without using powerful spot lamps, florescents are not powerful enough .

There's a few things going on here. You do not have the appropriate lights for the plants. Your plants are unable to make enough food and they are dying. Secondly you did not choose appropriate plants for your tank. Some plants can survive under lower lights so you need to choose the right ones for your tank. If you water conditions are not stable yet, adding any new fish (as especially shrimp) will result in their death.
There may be other factors like over fertilisation, too much CO2 (are you adding CO2 to your planted tank?) etc etc..

it's tough to keep plants alive in fish tanks, most are pretty delicate.
the first thing to look at is your lighting, for less-hardy plants you need to have your lights on no less than 8-9 hours a day, preferably over 12. And the wattage of your light is important too. If you have around 1 watt per US gallon, that's considered low light and very few plants will thrive.

It's expensive and time-consuming to have a planted tank, almost as expensive and time consuming as having a marine tank! if you want delicate plants you need to upgrade your lighting to over 2 watts per gallon, around 3 watts maybe, and add c02 to the tank as well.

any plant will need feeding also, i feed mine with root tabs and liquid fertiliser.

if you can't upgrade your lighting (i can't on my tanks because of the lid design) you need to stick with tough plants. i recommend Java Fern (which comes in 2 forms), Anubias, Moss Balls and Java Moss.

your yamoto shrimps and fish won't mind the plant change at all. healthy plants are better than rotting plants in the tank!

It sounds to me like your lighting isn't strong enough to reach the bottom of your tank. How deep is your tank?

i think you might need co2 or more oxygen in your water. maybe even some fertilizer. fish provide some fertilzer usually.
