Most American wrestling fans will say Flair, but I have had the oppurtunity to see some of the Japanese wrestling and I would go with Inoki over both Kobashi and Flair.

Duh Bret Hart "The Best There Is, The Best There ever Was, Ther Best there ever will be" Also I don't think your list is complete where is Hogan, Andre, Savage, HHH and HBK So I will assume you mean technical skill and not the Best Wrestler which should include showmanship. In that case it should be Brock Lesnar maybe the best Wrestler at the college level ever he couldn't as many fancy moves as a professional wrestler but as far as getting people on the mat and getting a pin there was no one better.
