i think it would be best if both north and south america created one anti-terrorist superpower, but due to politics, i don't see how that would happen, so then:

what roadblocks are against the usa, canada and mexico uniting against terrorism? why don't we?

It is already a done deal. Click on the links and see. It was signed in 2005! You can also go to the official gov. web site. Now they call it SPP.gov but it is offline for a few days

Roadblocks would be Venezuela, Bolivia, Peru and Cuba who would definitely refuse to join anything dealing with the US military. As a matter of fact, they would most likely be more willing to help out rogue states like Iran and North Korea and state-sponsored terrorism against the US. Ahmadinejad and Chavez have recently met several times, along with Bolivia's newly elected socialist president, Morales. Mexico has also internal problems. They have TWO presidents, even though Caldaron was elected, his leftist opponent claims the election was a fraud and formed his own government. They also have indigenous natives in the southern part of Mexico that want their own state and are engaged in battles with the Mexican government. Their economy caters to the wealthy, they have a small middle class, bad job markets for the poor, that's why they come to the US looking for work. Canada is also leery of US military expansion. Canada quickly pulled out of Iraq because of Canadians being accidentally killed by US friendly fire. They are very much opposed to our policy in Iraq. Looks like we're on our own for the moment.

Cannot see that happening, it may look good on paper but there are not too many countries who don't think America has a hidden agenda in everything they do.
