The possibility for both has some merit as well as a few heavy questions that need to be answered.
For a UFO to travel across the galaxy it would take millions of years even at the speed of light. It would also take an extreme amount of energy to travel that fast and that far. Granted UFOs may use different dimensions to travel from Earth to their home planet or have figured out a way to travel using other means in Space.
USOs may be UFOs in hiding. If a craft can travel through space it would be perfectly fine in water (though propulsion could be a problem). If alien civilizations are living in the water they could easily go undetected. The ocean depths are the last unexplored area of the Earth. We have visited many deep places on the ocean floor but we have really explored a small amount of it. This could explain why there are so many UFO sightings in some areas. USOs concentrating in one spot would definately be detectable by satellites that constantly measure ocean temperature, currents and other aspects of geography and marine life.

It has been suggested that the story of Jonah and the whale from the christian bible is a possible interpretation of a USO. Since we can only describe unknown objects in terms of what we already know, seeing a large, oblong craft in the water, gray or black in color, and large enough that a man could be taken into it, could have only been described as what was the most familiar: a whale. We know that a man cannot possible live inside of a whale, but he could live in a submersible craft like a USO. There are other biblical descriptions, like seeing "a chariot with wheels of fire" crossing the sky.
In the vedas, it is confirmed that life is existing everywhere, not only on this planet, but every planet. It is also stated that there are those who can and do travel between planetary systems.
There is no logical reason not to believe that there is life elsewhere in the universe. We're here, aren't we? It is no more surprising to find that life exists outside of our solar system than it is to find that life exists within it.
We have not explored the depths of the ocean for any length of time. To conclude that there is no intelligent non-human life existing there on the basis of the our limited explorations would be like landing in the middle of the desert and concluding that there is no human life on earth. We just haven't seen enough to know.

Just like most of Space, the waters of Earth haven't exactly been explored fully. There are many things we have yet to discover- so maybe no one knows for sure?
I personally would like to think they came from space because it makes them more 'foreign' - and so therefore more strange and mysterious. When I think of them as coming from the oceans, I just think "How can humans miss that and not notice?". Also, the idea is linked with marine creatures... I guess, first mankind has to explore all of the Earth's depths before drawing a conclusion on where these E.T's and UFO's are coming from? Where do you think they come from? I don't think they come from the oceans because that's gotta be some real advanced technology in order to be able to survive under the oceans pressure (let alone withstand the earth's forces).

Unidentified Submerged gadgets and not in any respect all UFOs are basically misidentified gadgets, sorry. As for USOs, they're somewhat more effective complicated to describe, because no longer something organic or guy-made can commute MACH 6+ underwater, the shear stress might want to kill you. Plus, the united statesS. Franklin D Roosevelt had many stated circumstances of alien craft/USO incidents. one of which, change into witnessed by potential of 88,000+ (rapidly) crew individuals from dissimilar countries, so as you are able to imagine they couldn't deny that one.

I believe in UFO's. If there is USO's, I'd be open to that, but unfortunately we have already studied the underneath unexplored territories of the Oceans and there are no signs.

The oceans have been explored...maybe about 5% the world has more water than earth and the whole world hasnt been explored eithefor example Borneo,Africa the northwest united states and the arctic just to name a few,that leaves alot of places to hide.also scientist have recently found huge lakes deep underground in the earths mantle also consider lake Vostok,think about how many things we dont know about.people that assume we know everything about the earth are in for alot of surprises!

I think they would either come from outer space, or from other deminsions. I doubt there is any life under the ocean that could make spacecraft, unless of course Atlantis is still going strong, there are many theories about that city.*

We populate both subterranean and extra-terrestrial regions, and by the way, the term "unidentified" is void. A person, place or thing is identified when it is noticed or seen. It is this kind of stereotype that limits your perspective reality and separates our otherwise coexistence.
