What do you call the cute Japanese style seen in brands like Betty's Blue and Narumiya?

It's a really good style, whatever it's called. So kawaii! And how do you pull the look off? I think you put together a cute printed shirt + a jacket + a cute miniskirt + knee-high colorful socks + chuck taylors/boots that are colorful. Hehe. Am I right? Anyway, hope anyone can answer this! TY

Isnt that Harajuku Style?
or simply just J-Rock(as in Japanese Rock) style?

BUt I think if you put too much color on it, you'll just look Dizzying.
