There is a thin layer of petrol over water.
The refractive index of petrol and water is not same.
When light falls over the surface some of it reflects from petrol layer and some reflects from water layer. Due to difference in refractive index all color light does not shift by same amount when reflecting. This is similar to the light crosses a prism.
This splits the light in 7 color - VIBGYOR.

when ever light rays goes from one medium to another then the lightv rays move nearer to the optical axis depending on the density.
As the density of Petrol is lesser than that of water so the light rays move away from axis .The angle of expanding falls in such a way that it covers the all the range of visible parameters.
Hence this happens.

Because when the light touches the water the light got fragment it in the different colors the compound the sun light.

it is because of interference due to thin films to learn more check any 12 std book of physics in the interference chapter . i cud have explained but it is hard to draw the images and without them you cannot learn about it
