Having trouble writing a negative letter for communication class?

Question

For a communication class I have to write a negative letter to the mayor of Cleveland informing him that TOPS Markets, LLC will be pulling their chain of grocery stores out of the area. I am pretending to be the CEO of TOPS Markets. I'm having trouble with the first paragraph which is called a buffer. Since it's an indirect negative message I have to be careful as to how I write this letter.

Can someone help me with a possible first paragraph?

As CEO of TOPS Markets, LLC, I have enjoyed a mutually beneficial relationship with the city of Cleveland for the past twenty-four years. Our company employs five hundred people in Clevland, and we have regularly benefitted the Cleveland Big Brothers and Sisters, Cleveland Arts Council, Cleveland Victory Ranch, and the Cleveland Human Society, among others.
