I easily have an identical situation (mine is creeping in the direction of a teddy although) on each and every occasion i'm no longer making use of the mouse I only turn it the incorrect way up and go away it there. that forestalls the shifting. Lame fix even though it particularly works!

check the surface your using your mouse on if the surface has bumps and indents the use a mouse pad or sumthing like that.
the reason you should check the surface is because your obviously using an optical mouse and any bumps they will pick up and it will be like it reading nothing and then all of the sudden it finds something and has a little spack and thinks you moved it all this way and it hasn't picked it up.
try that..

Try using a better mouse. Jumps often occur because of a mouse's inability to track movements that are too quick.

this is probably because ur mouse is set to be too sensitive to movement, go to the mouse settings and lower the sensitivity, if ur using a touch pad, like on the laptops, then use it with one finger, avoid putting more than one finger on 2 places on the pad

If you are using a ball mouse, the ball might be dirty. Try taking the ball out and cleaning it off.

it is b'coz of improper maintainence of ur mouse(if ur using any), dust clogs have been stoping the mouse to work properly, try to clean the mouse regularly for 2 or 3 months,or else replace amouse for every 2 years(if possible).

If you are using a wireless mouse, change it. Problem is with your mouse, nothing else.
