Did you have a brother or sister? Did you ever fight?
Familiarity breeds contempt! People get on each others nerves at times, then there is greed, jealousy, egos, power hungry, etc., all those elements create war between anyone. There is a problem with Human Beings? We have not evolved to the point intellectually yet. There is always a way besides War, but War is used as a tool by the intellectuals that are manipulating you and me? Consider the game monopoly and then all these big wigs and they just sit up in their mansions, and play with our lives! Hmmmm?????

I guess you could begin with breaking down what constitutes a nation. Is it a group of people, a ruler, that land? For my purposes I will say that a nation is group of people that is governed through what their society deems is the mandate for power, ie popular election, descent, etc.
A leader of a nation is granted the authority for decision making by said means. Leaders vary from nation to nation, and it is these people who ultimately make the decision for war. In modern times painting a picture against an ideological enemy (Nazism, terrorism, communism, etc.) motivates the majority to support the war, without the consent of people then the nation has no military as no one would join or accept being drafted.
In the past wars began over territorial disputes, succession to the throne, and resources. These causes are no longer as big in the post-WWII era between industrialized nations. Wars are now fought to secure a nation's interests at home and abroad.
To summarize a war begins because two or more nations cannot agree to a diplomatic solution so the leaders of the country acting with the mandate given to them by whatever their countries standard is initiates a shooting solution. Modern warfare cannot go on just on the whims of the leader however and eventually popular support or disagreement will determine how long the war will last if a military treaty is not agreed upon. Of course warfare between a nation and paramilitary groups go into a whole different realm, to fully grasp the concepts of casus belli you would need more lecturing and reading than a Yahoo Answers post.

Doing things at own whims and fancy in planet of apes.
Even crowned themselves as the men who would be king in planet of apes.
Even dare to kick the butts of our creator in planet of apes.
Do not even know how to find and come up with answer on a piece of queation with those "Three little words" on " Who are you " left behind by our creator for each and every living human kind to come up with answer vital for the survival and advancement of living human kind in planet of apes.

wars start because one group wants to secure more resources for their own gain. land is valuable because they are used as trade routes. also a peace of land holds valuable resources like todays such as oil.
