If there is probable cause, the police can detain you. Gang association can be a probable cause on its own if other known gang members are suspected of crimes.

there's ways to harass you, like getting you for loitering or trespassing...being in a gang marks you as likely to have something illegal on your person, so emptying your pockets would be a safe bet for them to nail you too.
