It is usually about 24 months after the beginning of pubic hair growth when a boy has his first ejaculation of seminal fluid (either as a wet dream or as a result of masturbation).
I am 16..i got my first semen at the age of 14...my brother is 12...he doesn't have pubic hair and no semen comes out though he gets his orgasm.

That really varies from one kid to another, but is around the age of twelve generally, although kids of ten may already generate sperms. You won't get a straight answer for this.
