DSL is not like a cable broadband connection which is shared by others around you. DSL goes straight to what's called the DSLAM node (sometimes it's the phone company's CO), and is not shared by anyone except you.
If it's slowing down at times, then there's a configuration issue on your DSL provider's network. They have it rigged for some reason to renegotiate your bandwidth depending on the number of active users at any given time. You might want to call their tech support and get a 2nd level guy on the phone who can answer that question for you. Various online providers behave differently from one another.
Also be sure to try a wide variety of destinations/websites before you assume it's your connection. It might be the site's problem getting too much trafiic during peak hours. MySpace is perfect example.

The first two people's explanations don't make much sense because I believe when I first got DSL, I heard that unlike cable, the number of people using it didn't affect the speed.
(EDIT: The person above me has the explanation. I was too slow to respond, lol.)

Think mall. Empty during the day when people are working, busy in the evening, horrible on weekends, forgetit on holidays.
