Like your parents? They can put parental controls on your computer. But no one who is not the primary account holder on your internet account could just call up and have sites start blocking you. Most likely, you have spyware on your computer.

Sites can block you by keeping your IP address. Unfortunately it happend to me on accident. It happens in some forums where you can get banned and stuff. You have to call your internet service provider to get a new one. As for someone calling your ISP and blocking sites for you. Thats rather doubtful considering they would have to do that for all of their customers, and keep track of that themselves.
