Dark and with unobstructed views. Try to stay away from heat sources (e.g. houses) that will cause turbulence and affect the seeing.

If you're talking about a professional observatory then you need to look for stable, dry atmospheric conditions with infrequent cloud cover. The temperature drop at night should be minimal. You also need to think about the logistics - how are you going to get there and where are people going to live.
