When you turn the tap on hot, why does it appear white or cloudy?

There is a thin layer of steam surrounding the water just as you get steam rising from a boiling pot of water. The white color is you looking through the steam at the water. If you let the water sit in a glass for a minute the air arround the water will rise and the white color you see will go away.
