They aren't supposed to, as the placenta is the filter between a fetus and the mother that sends the baby nutrients and removes waste. However, if a woman miscarries or delivers, there is a risk that part or all of the placenta can remain inside, which is dangerous and can lead to infection and critical illness. So, it is possible for a non pregnant woman to have a placenta in them but it is not normal or safe and requires medical intervention. Hope this helps!

Only pregnant female mammals have a placenta. The placenta, often referred to as the afterbirth, is a temporary endocrine organ to support a developing fetus. Each fetus has it's own placenta that develope very early in the pregnancy. Hormones produced by the placenta stop the menstual cycle and allow the baby to grow. these hormones are the same ones used in pregnancy test kits.
