Do at least a 50% water change -- that's a REALLY high ammonia level and it can kill your fish. The higher your pH, the more deadly the ammonia.
If this is a new tank, you may want to buy live bacteria to add to the water -- they help to cycle a tank and reduce ammonia levels. Fish stores also sell "ammonia pillows" -- they're these little things you put by the filter that help to absorb ammonia out of the water. Ammo-Lock is also a good product to take care of the immediate problem, but it won't cure the CAUSE of the high ammonia.
Also -- don't feed your fish for a day or two. Decaying uneaten food can contribute to high ammonia levels.

Yes! Change the water! 4.0 is really high...see if you can figure out how it got there in the first place. You should be doing 50% water changes each week regardless, this will keep the ammonia from spiking that high.

What is the size of your fish tank? Do you have lots of goldfish with other types of fish? If you do then limit the goldfish. Yes change the water immediately! High ammonia levels is harmful to other fish. You should try aqua safe. Also try tank buddies for pH levels. pH levels is for fresh water and it corrects low nitrate levels.(ammonia) Goldfish don't have stomachs like other fish it just goes right through with out getting the harmful things out.

Well, the sooner the better!! I hope your NOT cleaning the outside glass with Glass cleaner! You can't use anything but water and a towel on the outside because the ammonia "creeps" even when dry into the tank.. Good luck.

Take out at least 2/3 of the old water and replace it with room temp water asap! Then replace 1/2 tank of water every week thereafter.
