I want to create a website and be able to have advertisements on my site, like affiliate programs and stuff. What is the best company to use for this?? I'm new to the whole internet thing, but I'm learning as I go. Something inexpensive. I'm looking to make a little extra cash with these advertisments and stuff. Any suggestions???

Google is good. https://www.google.com/adsense/?sourceid=aso&subid=ww-en_US-et-awhome&medium=link&hl=en_US you get to keep all of the revenue you make when people click on links.

Yahoo hosting has some good prices and they are reliable. i use it for my search engine site. Just build your site, upload it , and your on your way!
As for making money with affiliate advertising....You will spend more $$$ getting legitimate traffic to your site than you will on the hosting.
If you are looking for wome place that will build your site and host it for you then you have not done much research at all! You will end up spending some real cash to get started.
