I'm looking for two specific kinds of phobias.

One is the fear of looking up into the sky (either head tilted fully up or lying down and staring straight up). The other is the fear of the hands severing from the body-- whether for a specific reason or not. I haven't been able to find the names for either of these.

A phobia (from the Greek φόβος "fear"), a strong, persistent fear of certain situations, objects, activities, or persons. The main symptom of this disorder is the excessive, unreasonable desire to avoid the feared subject. When the fear is beyond one's control, or if the fear is interfering with daily life, then a diagnosis under one of the anxiety disorders can be made.

Anablephobia- Fear of looking up.
Chirophobia- Fear of hands.

Those are pretty specific phobias and may not have a name for the exact thing you are describing... Is this you we're talking about?

I've never heard of either of them. It sounds like someone really needs a physchiatrist.
