Don't change a thing about how the game is played. I like the idea of instituing fines for diving and having the league review replays to see divers, though.

Why do people say that replays would interrupt the flow of the game? Every time I watch a soccer game, there are countless stoppages, time wasting, etc. The clock doesn't stop, but the game isn't played continuously. After a goal is scored, it takes a few minutes for play to resume. There is definitely a need for replays on goals and penalty kicks. I like the idea of coach challenges, as that would limit the replays to 2 or 4 at most per game, plus get the call right.
Also, offsides must be changed. In the old NASL, they introduced a 35 yard line, and it worked like the blue line in hockey (i.e. the ball must cross the line before any offensive player). That's idea worth tinkering with, especially since the judgment of offsides, in my opinion, borders on terrible in all leagues.
Also, the penalty shootout is terrible. 80% of the time you score. I hate to bring up the NASL again, but they used to do a running shootout, similar to hockey. You dribble from the 35 yard line and had 10 seconds to score a goal. This led to only to about 55% of the goals being scored. That's something a little more fair, plus it's closer to actual soccer than a shootout from the penalty spot.

There's no need to change the rules. As we could see at stupid things like that Golden Goal rubbish they all don't work as the FIFA grandpas think before. There's another rule they should change back - bloody passive offsides. Either a player is offsides or he's not, there's no inbetween. And then every linesman shall write a 100 times: "I won't lift my flag if there's any doubt." That would cause much more goals. Some just seem to think: "Uh, he's SO alone with the ball, that MUST have been offsides."

Actually, I would like to so No rule changes to the game.
Just some enhancements :
1. TV Challenges & Replays;
Like they have in NFL Football. Allow each coach 1 replay per
game or per half.
This so that we ease the burden of refs having to be perfect,
and thus get of their "holier than though" attitude..
We accept that refs can make mistakes, and also provide an
outlet for coaches so that they aren't bearing for the mistakes
of the refs.
Refs can also look at replays of goals that happen so fast or
no lineman can see. .
Such as balls that cross of the line or not. Or last man
chalanges, handsball, etc.
2. League Fines for Diving;
Instead of relying on yellow cards for diving, have the league
leavy fine to individual players. Similar to an "un-sportsman-
like conduct" penalty.
This does not change the result of the game, other than not
having the player available for the next few games or financial
penalties like a weeks pay.
This is so that diving is squelched out definately and
permenately.

Just to add on the TV Replays.
Challenges need to be done immediately after the incident. Challenges can be issued by either thru coaches speaking to the 4th offical who then buzzes the Ref. (Linemens have buzzers to catch the attention of the Ref.)
Play would be stopped on the Refs. watch and dealt similar to a injury situation.

10 yellow cards is one red card and make the goals bigger and the field smaller and only 6 foot and up can be goal keepers and while you are playing soccer the crowd can throw up to 6 pound things on to the field while you are playing and have water be pouring down on the soccer field and all the soccer players be covered with padding so they can be protected and it will be more of a thrill because they cant run as fast this is how soccer could be more exciting

Scrap the offsides rule. Defenses use it too much, then players hold there hand up to the linesman looking for the call as opposed to hustling and playing the game. Also, not a rule change, but enough of the flopping and holding you leg like you just got shot by a sniper, then getting up and trotting off when you get the call. Play and quit being a wuss.

Football(soccer) is already exciting.
I would like to add to the instant replay request, it seems good but in football(soccer) time doesn't stop so I don't know how that will work out

Get rid of the shoot out. If you can run for 90 plus minutes then you can run until someone scores a legitimate goal.
It's the lamest rule in any sport and should be bared from world cup play.

I think 99% of the soccer world would not like to see it changed.
If I had to make a competing product I would make the field smaller, goals smaller, and I would allow picks and tackles.

Red card for diving
Get rid of shoot-out
But I wouldn't make these changes to make it more exciting or to make it more attractive to non-fans. I'd do the it to make it more fair.
