The best metal band of all time is Manilla Road. They've had 13 full-length releases since 1980 and have yet to release a weak album. Epic, heavy riffs and awesome solos are the name of the game here. The vocalist, Mark "The Shark" Shelton has a very interesting voice that is sort of nasaly, but it completely fits the music somehow. Unfortunately, they're not nearly as well known as other bands from that period such as Judas Priest and Iron Maiden.
Did you mean who is the lead singer of the best band, or who is the band band and who is the best lead singer? The best singer is Roy Khan from Kamelot. He probably has one of the most beautiful voices that I've ever heard. Perfect for Power Metal.
