Well Brazil has gotten better since their Portuguese claims were lifted, but I definitely agree with you on Mexico. They have a lot of work to do if they want to become a world player.

Prior of independence, both Brazil and Mexico believed in freedom, liberty, and privatized growth. Brazil wasn't restricted because the Portuguese had other colonies to manage and they understood it would be difficult for them to keep the Brazilians in on a tight leash. Originally, Brazil had to compete with both the Dutch and French and eventually held onto the crown of Portugual from 1580 to 1640.

When they did obtain independence in 1822 there was significant unrest between the military and civilian government. Up to today there has been constant political strife between factions in their now republic even following the development from the post ww! and post ww2 periods AND the support received after their recession in 1985. Still, they aren't as horribly off as Mexico.

The difference here is that although the Mexicans wanted independence because they believed the Spanish were oppressive (whereas Brazil became its own Empire as a sort of farewell departure from their motherland). This worked out until Santa Anna began nationalizing the country which resulted in many independence movements nationwide including the successful secession of Texas. Since then Mexico has been vary unstable with its position with regards to nationalization of institutions and natural resources and it has failed to industrialize in an effective matter in spite of the tremendous agricultural surplus the world supports today.

Basically, Mexico is becoming a moderate national socialist state (as opposed to Venezuela which is an extreme one) while Brazil is a social market liberal state (productive like Venezuela but free like Chile).
