I currently have adsl through Bellsouth/At&t and it's been nothing but trouble. Although when I'm connected the speed rarely goes down but I lose connectivity quite often which is really a pain when using my messengers. I've been thinking about getting Road Runner or another cable internet service but how does it compare with adsl? I don't mean speed wise I mean connectivity wise. What I want is a connection that will never be interupted ever. Also I've heard that some cable services block certain services such as bit torrent and peer to peer programs. Is this true? I don't think i could get by without bit torrent for my anime videos (unlicensed in my country of course). What are your thoughts on this? Thank you.

What speeds do you have now ?
Broadband is starting to get into higher speeds here is an example using RCN and what they offer.(not an endorsement)

The higher the speed the higher the cost. If you have bundled packages it can bring the price down considerably.
The service limitation or bandwidth is based on how much you will pay.

As for connectivity it is an issue but shouldn't be a major problem and some carriers are worse some are better than others. A lot of times it is just a question of power cycling the modem or it can be a bottleneck somewhere on the grid.

Cable will never compare to dsl.
For one thing, cable is shared by everyone else on the block using it, so you can expect it to slow down ridiculously during peak times. Cable, at least in my area is constantly off, thank God I'm on dsl and don't care about tv, which is satellite anyhow.
If your dsl connection is always going off, check your settings for a tiemout period, power off your modem and see how long it takes to connect, it may be a problem with the modem or the phone line into your place, make sure you aren't plugging the modem into a wall jack with a splitter on it and you are not using more than 6 feet of phone line.

Be happy. Cable and DSL are not available in my area. But then I do live at the end of the electricity.
